The awards programme forms part of NEPAD’s broader governance and public administration programme, which aims to build capacity in the public sector across the continent.

The initiative seeks to recognise and award homegrown innovative ways of delivery services to the communities. It operates under the guidance of the Pan-African Ministers of Public / Civil Service programme that embodies a commitment by the continent to revitalise governance and public administration through strengthening the capacity of state institutions and public–private partnerships. The All Africa Public Sector Innovation Awards (AAPSIA) builds on the existing and previous initiatives and is rooted in a common understanding of the importance of sharing information and generating knowledge within the continent.

These interventions are geared towards improving the ability of African state institutions to be more effective in addressing the socio-economic challenges of African societies.

Programme framework based on African ownership

The programme’s framework is based on the recognition that national governments, both separately and as a collective, are critical in efforts to achieve sustainable development.

To enhance this approach of African ownership the management and implementation of the programme will involve a joint effort of institutions, practitioners and leaders, which will include regional and continental partner organisations.

The AAPSIA programme is crucial in that governments across Africa face the challenge of ensuring that service delivery and socio-economic development take place effectively, and in a sustainable manner.

To ensure effectiveness and efficiency, public servants need to apply innovative solutions to difficult problems faced with limited resources, widespread poverty and uneven socio-economic development.

Many individuals and institutions in Africa have developed creative solutions appropriate to the context of the continent that have changed the lives of those who have benefited from them. The objective of the Innovation Awards programme is to identify and recognise these extraordinary achievements.

The AAPSIA therefore aims to focus on recognising creative initiatives, projects that reflect ‘out-of-the-box’ thinking and individuals who have been prepared to take risks and go against the tide to a certain extent, with the overall aim of improving services to the public.

Generally, the AAPSIA seeks to celebrate the wide and diverse innovations in government that are taking place across Africa, create the opportunity for entrants to learn from one another through sharing experiences, build relationships and new partnerships that will hopefully result in new initiatives and even countries from across the region working together, and develop a database of good practice.

This database will be made freely available to people from across Africa and further afield to use in research and development of new initiatives.

Participation in the AAPSIA is open to public servants and public sector institutions across Africa, plus individuals and companies in the private sector and community-based organisations which have contributed to the successful development of an innovative solution within government and their communities.

Among the benefits of participation in the AAPSIA will be; inclusion of participants’ entries as part of the All African Public Sector Innovation Awards database and placement on a mailing list to receive notification of other exciting public sector innovations, both regionally and internationally. The finalists in each category will be invited to attend the gala All Africa Public Sector Innovation Awards ceremony, with the costs of travel covered in full.

The participants in the AAPSIA will be divided into three categories: innovative service delivery improvements, innovative partnerships between government, private sector and civil society organisations and innovations in the systems and processes of governance.
