For the organization of the RIP meeting to succeed, RECs, the Secretariat, the host country for the meeting, and the G8, eventually through the local USAID offices, have to work very closely together. This would require:
a. the organizing RECs to set up dedicated teams as soon as possible, and preferably in collaboration with SROs. For that purpose, the Secretariat will enter into contact immediately with the individual RECs to discuss the establishment of the teams;
b. the host country, through the office of the person in charge of NEPAD, to set up an organizing committee to be in charge of the in-country logistics;
c. the Secretariat to assign a liaison person to manage the logistics of the preparation process and serve as contact person to RECs and the G8;
d. a team of professional facilitators to be hired to support RECs on organization logistics and ensure that the meetings are organized in full compliance with the technical guide referred to earlier;
e. a steering committee to be established regrouping senior officials of the respective RECs and SROs and representatives of the G8, AU, EU, FAO, World Bank, ADB, ECA, and FARA. The steering committee, which would be chaired by NEPAD, would also include a representative of the host-country, preferably from the office of the person in charge of NEPAD.
End Game of Planning Process
In early May 2005, a continental forum will be organized to mark the end of the planning phase and formally launch the implementation process. Such an event would provide the opportunity to link the regional processes and generate renewed momentum as well as cement commitment around the CAADP agenda.
