Several concept notes are under preparation, based on the format that is described earlier, that is with a double-focus on issues/challenges and best practices. These include the notes for the following programs and initiatives:
1.1 Land Management Program
Under preparation by IWMI and ICRAF with funding from World Bank/GEF. TORs have been discussed and agreed on and preparation is being launched. Should be done by end of December.
1.2 Water Management and Irrigation Initiative
Discussion started last week with the World Bank to lead preparation of concept note, expectedly with IWMI and IFPRI. Target date is end of December.
2.1 Agribusiness, Supply Chain, and Quality Control Initiative
Preparation by Technoserve with funding from US Government. Team is on the field. Report outline already completed. Final report is expected by November 15.
3.3 An African Nutrition Initiative
The note is under preparation with support from the Micronutrient Initiative and GAIN. The report is expected by November.
5.1 Academic and Professional Training in the Agricultural Sector
Concept note is under preparation by IFPRI/ISNAR. TORs have already been agreed on. Consultant has been hired. Work is underway and will be completed by December.
The following set includes concept notes that have been finalized earlier or were quite advanced by the time the format proposed above was adopted. A few do not fit the format either because of lack of similar experiences which excludes the review of best practices or because they are more process rather than issue-oriented. This set includes:
2.2 Regional Trade Facilitation Initiative
Concept note will be prepared by NEPAD Secretariat and will be ready by December.
3.1 Regional Strategic Food Reserves and Risk Management Systems
A broad review of issues and experiences has been carried out by WFP. Report is completed and already available.
3.2 Home Grown School Feeding Program
A report is available which reviews country experiences and outlines prototype national programs.
4.1 The Multi-Country Agricultural Productivity Programme (MAPP)
A project concept note has already been prepared by the World Bank and is being updated with input from FARA. A revised note is expected soon. This report will follow World Bank format, given that the operation is to be funded as a World Bank operation with eventual contribution by other partners.
4.2 The Pan Africa Cassava Initiative
A fully costed program has been prepared by the Secretariat and is already available.
4.3 The PAN African NERICA Initiative
A fully costed program has been prepared by WARDA and is already available.
4.4 The Fish Sector Development Program
Discussion is ongoing with the World Fish Center, FAO, and the World Bank to prepare a concept note. Note should be available by January.
5.2 Information and Knowledge Systems to Support Strategy Formulation
Concept is under preparation by IFPRI and will be ready by December.
5.3. Governance and PRSP Implementation Support
Concept will be prepared by the Secretariat and will be ready by January.
In addition to the above concept notes, the following technical documents would be prepared for the meeting and distributed to participants two weeks before the meeting date.
Summary of individual concept notes in order to provide a better overview of their content and simplify access the information contained therein;
Summary of ongoing country efforts under the various program and initiative areas by FAO from the country Medium Term Investment Plans that have been prepared on behalf of NEPAD;
Baseline study by the respective SROs and/or lead technical partners which: (i) examines the gaps across the regions to meeting the MDGs and (ii) identifies strategies and investment options in the key program and initiative areas to meeting these objectives.
