Increase number of qualified teachers by at least 30% with focus on STEM
Universal secondary school (including technical high schools) with enrolment rate of 100%
At least 30% of secondary school leavers go into tertiary education with at least 40% being female
At least 70% of secondary school students not entering the tertiary sector are provided with a range of options for further skills development
At least 70% of the public perceive quality improvements in education at all levels
African Education Accreditation Agency is fully operational
Common continental education qualification system is in place
African e-University is established
Pan African University is consolidated with at least 25 satellite centres
African Education Observatory is fully operational
At least 50% of Member states have national accreditation systems in place by 2023

At least 50% of informal sector ventures that grow into small formal enterprise category a year will be owned by Women

Real value of manufacturing in GDP is 50% more than the 2013 level
Share of labor intensive manufacturing output is 50% more than that of 2013 level
At least 20% of total output of the extractive industry is through value addition by locally owned firms
At least 5 commodity exchanges are functional
Gross Domestic Expenditures on R&D (GERD) as a percentage of GDP has reached 1% by 2023
Hubs for industrialization / manufacturing linked to global value chains fully functional in all RECS
African Mineral Development Centre (AMDC) is fully operational

Priority Areas: Economic diversification and resilience

Improvement in diversification index of 2013 is at least 20%
Reduce 2013 level of food imports by at least 50%
Contribution of the creative arts to GDP in real terms is increased by at least 100%
Level of intra-African trade in agricultural commodities is increased by at least 100% in real terms
Level of intra African trade in services is increased by at least 100% in real terms
At least 1% of GDP is allocated to science, technology and innovation research and STI driven entrepreneurship development

Contribution of tourism to GDP in real terms is increased by at least 100%
Eco friendly coastal tourism increased by 20% by 2020 with at least 10% of the public revenues from it going to finance development programmes of the communities

Modern Agriculture for increased productivity and production

Priority Areas: Agricultural productivity and production

Allocate a minimum of 10% annual public expenditure to agriculture and grow the sector by at least 6% per annum
Double agricultural total factor productivity
Increase youth and women participation in integrated agricultural value chains by at least 30%
Reduce post-harvest losses by 50%
Increase the proportion of farm, pastoral and fisher households are resilient to climate and weather related risks to 30%
At least 10% of Agricultural GDP is produced by commercial farmers
At least 10% of small-scale farmers graduate into small-scale commercial farming and those graduating at least 30% should be women
Triple intra African Trade of agricultural commodities and services
End Hunger in Africa
Elimination of Child under nutrition with a view to bring down stunting to 10% and underweight to 5%

Average time for clearing of goods from the ports is reduced by at least 50% by 2020
Goal 7
Environmentally sustainable and climate resilient economies and communities
2023 Targets

Priority Areas: Bio-diversity, conservation and sustainable natural resource management

At least 30% of agricultural land is placed under sustainable land management practice
At least 17% of terrestrial and inland water and 10% of coastal and marine areas are preserved
All national parks and protected areas are well managed on the basis master and national plans
Genetic diversity of cultivated plants and farmed and domesticated animals and of wild relatives including other socio-economically as well as cultural valuables species are maintained
Harmonized and binding agreements and regulatory frameworks on fair, equitable and sustainable management and exploitation of transboundary natural resources (water, parks, wild life and oceans) in place
Sustainable use and management of trans boundary (shared) water, wild life and other natural resources are used as a basis for regional cooperation and are treated as natural capital of beneficiary countries
The ratification of the African Convention of nature and natural resources (ACCNNR) is completed

Increase 2013 levels of water demand satisfaction by 25%.
Increase 2013 levels of water productivity from rain-fed agriculture and irrigation by 60%.

At least 30% of farmers, pastoralist and fisher folks practice climate resilient production systems
Reduce to 2013 levels emissions arising from agriculture bio-diversity loss, land use , and deforestation
Reduce deaths and property loss from natural and man-made disasters and climate extreme events by at least 30%
Reduce proportion of fossil fuel in total energy production by at least 20%
All Cities meet the WHO’s Ambient Air Quality Standards (AAQS) by 2025
African Climate Fund is fully operational

Priority Areas: Renewable Energy
