What is the Capacity Development Programme?
Capacity development is a key focus for NEPAD as it cuts across and underpins all of the work of the agency. Though capacity building NEPAD is better able to achieve success in its programmes and improve the living conditions of all African residents. The Capacity Development Programme prioritises the AU/NEPAD Capacity Development Strategic Framework (CDSF) through all its work, including through collaboration with academic institutions and other stakeholders
Aims and objectives
The CDSF is an instrument to assist countries, sub-regions and institutions to:
- Deeply analyse the fundamental capacity challenges confronting them;
- Promote the adoption of innovative, appropriate and effective solutions to capacity development that take into account local needs, priorities and context; and
- Encourage the application of integrated, comprehensive and sustainable solutions.
What's happening in the programme?
The AU/NEPAD Capacity Development efforts are aimed at setting in motion processes that will allow for sustained success in capacity development in Africa focusing on the following:
- Addressing Africa's real capacity challenges in a sustainable manner through a strategic, long term perspective that focuses on organisational systems rather than on individuals or hardware alone;

Working towards fundamental transformation, re-orientation, re-alignment and strengthening of the African institutional framework to enable both the public and private sectors to respond effectively to new demands and expectations arising from Africa's challenges and positioning in a globalising world;
- To promote the adoption and application of the CDSF by countries and institutions to achieve transformation.
What progress has been made so far?
The NEPAD Capacity Development Initiative (CDI) has successfully managed to sensitise stakeholders about the Capacity Development Strategic Framework (CDSF). More targeted work has been undertaken in the following countries:
- Ghana
- Kenya
- Rwanda
- UgandaThese countries have been peer reviewed through the African Peer Review Mechanisms (APRM) and the CDI's engagement is aimed at putting in place processes that enable the mainstreaming of the CDSF.
The Capacity Development Initiative is also in the process of developing more targeted interventions with stakeholders and sector groups, including:
- Capacity support to agricultural parliamentarians.
- Capacity support to African universities, tertiary and research institutions with the aim of improving their relevance to national, sub-regional and the continent's development agenda.
In February 2010, at a meeting of the NEPAD Steering Committee, member states welcomed and expressed support for the roll-out of the CDSF as an Africa-wide integrated tool on capacity development.
