Senior Programme Officer, Education and Social Development

The NEPAD Planning and Coordinating Agency invites applicants who are citizens of African Union Member States for the post of Senior Programme Officer, Education and Social Development. 

Under the supervision of the Head of Programme ISTIH or his /her delegate, the Senior Programme Officer, Education and Social Development will be responsible for the implementation of all activities related to the Education and Social Development programme in order to guarantee efficient functioning.   

Required Skills and Competencies:
i. Excellent technical competence in education and social development issues and ability to integrate education and social development considerations in an operational context.
ii. Ability to present complex education and social development issues to task teams and audiences, and engage effectively with member states, the private sector, project beneficiaries and civil society.
iii. Strong analytical skills, have practical experience with participatory processes of stakeholder engagement.
iv. Proven knowledge of policy analysis and development and programme and/or project management and implementation.
v. Proven results-based monitoring and evaluation (M&E) experience. 
vi. Knowledge on socio-economic development challenges (gaps in education, poverty, inequality and unemployment).
vii. High level of integrity and accountability, flexible approaches to work coupled with enthusiasm and commitment.
viii. Excellent skills in advocacy, resource mobilization and developing partnerships.
ix. Excellent interpersonal, problem-solving, and team skills, and ability to think innovatively and strategically to find balanced solutions to complex development problems, with a strong client focus.
x. Act with integrity at all times to build trust and to create an enabling work environment, whether as team leader or team member.
xi. Very high level of energy, be proactive, with empathy and sound judgement; willingness to travel and work under challenging circumstances.
xii. Familiar with African Union, NEPAD and experience in international development politics and working with international organizations.
xiii. Ability to work in a multi-cultural and multi-national environment.

Education and Experience: Candidates must have Masters’ degree in political economy, social policy, sociology, social development or any related social sciences with a minimum five (5) years of post-qualification experience in academia and/or social development or a Bachelors’ degree in the above mentioned areas with a minimum eight (8) years of post-qualification experience in academia and/or social development within public sector institutions or similar organizations nationally, regionally and / or internationally.

Language requirement: Proficiency in at least English and/or one of the following, French, Portuguese and Arabic) African Union working languages is a requirement.

Remuneration: Indicative basic salary of US$39,603.00 per annum plus other entitlements e.g. Post Adjustment (57% of basic salary), Housing allowance ($21,196.80 per annum), gratuity (15% of gross salary), medical aid and life and accident insurance in conformity with the rules and procedures applicable to internationally recruited staff of the African Union.
