Request for bids: Design and Development of the Pan African Parliament Website

The Pan African Parliament seeks a Consultant or Firm with relevant expertise and experience to design and construct a comprehensive website that offers a visible web presence for the Continental Parliament and offers functionality to its stakeholders.

Scope of service

  • Assess the current PAP website structure and contents for ease of accessibility, quality of contents, user-friendliness, ease of maintenance/update, information retrieval, etc…
  • Access National Parliaments websites for reference, applying the advantages of layout design, navigation, usability & etc. to the redesign & implementation.
  • Make proposal for design of the website based on the African Union (AU) and PAP guidelines and/or the African Union Commission website guidelines for Management's review and approval.
  • Design the website structure, taking into account the requirements from the PAP: Clear catalogs & folders for data & page storage, attractive site & page layout, easy to use, update and maintain, flexible navigation & search function; counting function for web pages visited, etc.
  • Gather informative contents for the web presence (text, documents, pictures, key speeches, etc.) from the PAP Media and Communications Office.
  • Convert any document into text/html and properly format images for implementation in the Website.
  • Make recommendations for backup/restore plan.
  • Train to PAP Information Technology and the Media and Communications Staff on website maintenance and content update.
  • Produce a Website Manager's Handbook.
  • Design and hosted with security as a priority.
  • Support the Website hosting service for 2018, 2019 and 2020 by the African Union Commission.
  • Warranty and Service level agreement for 2018, 2019 and 2020.
  • Make recommendations for software, hardware, and other back-end applications related to Web development.

Request for bids: Virtual Datacentre for NEPAD

The NEPAD Agency has allocated funds for the procurement of the above mentioned services, and now invites sealed bids from eligible bidders for the provision of:

A Virtual Datacentre for NEPAD Planning and Coordinating Agency  for SAP hosting environment, In house application environment and office 365 solution for a period of three (3) years with an estimated capacity of 16,500GB.

Bidding is open to all service providers registered and based in Africa Continent who can demonstrate that they have provided similar services for the past five (5) years to at least three (3) corporate customers.

Interested bidders may obtain further information at the address below between 09:00-17:00 hrs. A pre-bid meeting will be held on November 26, 2018 at 14.00 hrs (further information is contained in the bidding documents)

Bids must be delivered to the address below on or before December 7, 2018 at 14:30 hrs (South Africa Time).

All bids must be valid for 90 calendar days.        

Bids will be opened on December 7, 2018 at 14:45 hrs (South Africa Time) in the presence of bidders or bidders’ representatives who choose to attend, at the address below. Request for Expressions of Interest: Consultancy Services to Transfer SAP HANA Application Platform from SAP Data Centre to a New Data Centre in Africa


The objective of the assignment is to assist the NEPAD Agency in relocation and migration of the onsite and cloud hosted applications to the new cloud environment with minimal or no data loss. The new SAP data center servers will be HANA certified servers with sizing mirroring the SAP HEC cloud sizing. The Consulting Firm is expected to handover the new application platform to NEPAD Agency MIS team with a complete set of detailed installation and migration documentation before April 10, 2019.

Request for Bids: Printing of Documents: Supply of Branded Promotional Materials: Design & Layout of NEPAD Agency Publications: Copy, Editing & Proof Reading of NEPAD Agency Documents

  1. The NEPAD Agency has allocated funds and intends to apply part of the proceeds toward payments under Call-off Contracts that may be awarded under the Framework Agreements (FAs) for above listed items concluded through this RFB Primary Procurement process.
  2. The NEPAD Agency is undertaking the Primary Procurement with a view to concluding Framework Agreements. The NEPAD Agency is the sole Purchaser under the Framework Agreement[s]. The NEPAD Agency now invites sealed Bids from eligible Bidders for supply of various branded promotional material, Design & layout services, printing of various documents and copy, editing & proof reading services for a period of two (2) years.
  3. The Framework Agreement(s) to be concluded will be Single-User. The Single-User entitled to purchase under the Framework Agreements is NEPAD Planning and Coordination Agency.
  4. The Framework Agreements to be concluded will be “Multi-Supplier.”
  5. The selection of a FA Supplier to be awarded a Call-off Contract will be done through a Secondary Procurement process as defined in Framework Agreement. However, the conclusion of a Framework Agreement shall not impose any obligation on the Procuring Agency, including participating Purchasers, to purchase Goods and services under a Call off Contract. The conclusion Framework Agreement does not guarantee that a FA Supplier will be awarded a Call-off Contract.
  6. Bidding is open to all suppliers and service providers who can demonstrate that they have provided similar services for the past two (2) years.
  7. Bidders may submit Bids for one or more lots.
  8. All bids must be valid for 90 days and must be accompanied by a bid security of Ten Thousand South Africa Rands (ZAR 10,000.00) or its equivalent in a freely convertible currency in the form of a Bank Guarantee.
  9. The Framework Agreements shall be concluded for a Term of two (2) years from the commencement date stated in the Framework Agreement.
  10. The Primary Procurement shall establish a Closed Framework Agreement(s).
