ICIEG (Cape Verde Institute for Gender Equality and Equity)

Supporting the National Plan Against Gender Violence 2009-2011

Republic of Cabo Verde

Amount: € 500,000.00

Overview

The Cape Verde Institute for Gender Equality and Equity (ICIEG) project aimed to help to prevent Gender Based Violence (GBV), protect the victims of GBV and facilitate the social and psychological reintegration of victims. The ICIEG set out to achieve these objectives through reinforcing the institutional capacity for the treatment, identification and resolution of GBV related problems as well as to use education and communication as a tool for behavioral change.

This project addresses the objectives outlined in the Maputo Protocol and the Millennium Development Goal to promote gender equality and empower women. Program implementation was achieved through decentralised activity execution, with multisectoral partnerships established between the ICIEG and municipalities, other NGOs, the National Police, the Human Rights Commission and the Office of the Attorney General. The intervention of the ICIEG and its partner organisations ensured that GBV is less likely to be viewed as a taboo topic and is more likely to be brought to the fore in public discussion.

Key results

  • The ICIEG successfully campaigned for the adoption of the Law on GBV which was enacted in March 2011 and provides an enhanced set of preventative measures against GBV.
  • The project trained 52 magistrates and 200 police personnel and 5,742 victims of GBV received support and attended counselling sessions.  Fernanda Fernandes, a policewoman at Assumada Police Station participated in the (ICIEG) training with the law enforcement team had this to say.

Before the support from the organisation, we could only report one to five cases a day, now in 2012, we are reporting between fifteen to twenty cases a day. This shows that people are now more conscious about the issues and they rely on the work of the police to report their cases. This improvement has contributed to a community living in harmony and at peace.
